Atlanta NPUs: how they affect your property

What are NPUs? NPUs (Neighborhood Planning Units) are Atlanta’s 25 citizen advisory councils. Every zoning variance, rezoning request, and development proposal goes through an NPU vote before it reaches the city. Votes are advisory, not binding, but they carry real influence. If you’re buying or building, your NPU determines who reviews what gets built around you.

What they vote on

Every development application in Atlanta passes through an NPU before it hits the Board of Zoning Adjustment (BZA) or Zoning Review Board (ZRB). Zoning variances, rezoning, special use permits, liquor licenses. The NPU votes, and that recommendation goes to the city.

The votes are advisory. But a strong NPU vote against a project carries weight, and developers know it.

Less than 1% of Atlanta residents show up. That means a handful of engaged people have outsized influence on what gets built.
